Speaking at the Munich Security Conference, Costa reiterated that only Ukraine can determine the terms for negotiations, rejecting any preconditions or concessions.
At the Munich Security Conference, European Council President
António Costa firmly stated that any concessions prior to negotiations with Russia are unacceptable and that only Ukraine has the authority to set the terms of peace talks.
Costa underscored the European Union's unwavering support for Ukraine, asserting that a sustainable peace agreement should encompass more than just a ceasefire.
‘Only Ukraine can determine the terms of the negotiations,’ Costa declared.
‘Making concessions before negotiations is a huge mistake, so we will continue to stand shoulder to shoulder with Ukraine.
A comprehensive, integrated peace cannot just mean a ceasefire.
It cannot allow Russia to attack again.’
During his address, Costa highlighted the importance of ensuring that Russia does not pose a threat to Ukraine or Europe in the future.
He emphasized that empowering the aggressor contradicts efforts to achieve long-lasting peace and security.
‘There will be no credible and successful negotiations; no lasting peace is possible without Ukraine and the EU,’ he stated.
His comments come in the wake of concerns following a recent phone call between former U.S. President
Donald Trump and Russian President Vladimir Putin, which analysts argue may risk sidelining Europe in the peace process.
European leaders reacted by reinforcing the message that any potential peace agreement would necessitate European involvement for effective implementation.
In his response to Trump’s stance on peace, Costa reiterated that the concepts of peace in Ukraine and security in Europe are fundamentally connected.
‘Peace cannot be a simple ceasefire.
Russia must no longer be a threat to Ukraine, to Europe, to international security,’ he remarked, reinforcing the notion that Ukraine's participation is vital in any negotiations regarding its future.
Costa’s statements reflect a broader European sentiment that emphasizes collaborative efforts in addressing the ongoing conflict in Ukraine, signaling a commitment to a multifaceted approach to regional and international security.
