European Pharmaceutical Industry Issues Urgent Warning Over U.S. Tariffs

Brussels - The European pharmaceutical industry has raised alarms regarding the impact of U.S. tariffs, suggesting that the current landscape leaves little incentive for companies to invest in Europe compared to the United States.

This warning follows a meeting between Ursula von der Leyen, President of the European Commission, and representatives from the pharmaceutical supply chain at the Strategic Dialogue on the Pharmaceutical Sector.

The European Federation of Pharmaceutical Industries and Associations (EFPIA) outlined concerns that ongoing tariff conflicts and regulatory hurdles are prompting companies to reconsider their investment strategies.

The EFPIA has stated that without swift changes in EU policy, there is a risk that pharmaceutical research, development, and production will increasingly shift toward the United States.

The organization's communication stresses that the U.S. currently holds advantages in capital availability, intellectual property protections, speed of regulatory approval, and innovation rewards.

A survey conducted by EFPIA revealed that 18 large and medium-sized pharmaceutical companies in Europe identified as much as 85 percent of their capital investments—approximately €50.6 billion—and up to 50 percent of their research and development expenditures—about €52.6 billion—as being at risk.

This assessment stems from a potential total of €164.8 billion in planned investments over the next four years on EU territory.

In response to these challenges, EFPIA laid out several conditions necessary for revitalizing the European market: establishing competitive frameworks that reward innovation, strengthening intellectual property protections, adopting favorable regulatory standards, and ensuring coherent policies addressing environmental and chemical legislation to support a robust drug production and supply chain in Europe.

The discourse on the implications of U.S. tariffs was echoed by EuropaBio, the largest biopharmaceutical industry group in Europe, which called for the protection of biopharmaceutical products and their production inputs from the ongoing trade tensions.

EuropaBio warned that such tariffs could negatively impact the innovative sector and affect patients relying on globally interconnected supply networks.

As the situation evolves, EU member states are expected to convene soon to discuss approval for countermeasures to the U.S. tariffs on steel and aluminum, with the first responses potentially materializing within days.

Olof Gill, a spokesperson for the European Commission on trade matters, indicated that the commission may propose additional measures to address the new round of tariffs shortly.

The ongoing discussions include evaluating the list of products subject to countermeasures, influenced by input from industry associations and individual member countries.

The pharmaceutical sector’s positioning highlights a critical juncture for Europe, as industry leaders warn that failure to foster a supportive environment for innovation may lead to Europe becoming a consumer of innovations developed elsewhere.
