European Parliament Prioritizes Defence and Sustainability in 2026 Budget Guidelines

European Parliament Prioritizes Defence and Sustainability in 2026 Budget Guidelines

MEPs adopt strategic budget recommendations focusing on security, economic resilience, and climate action.
On April 2, 2024, Members of the European Parliament (MEPs) approved their guidelines for the 2026 EU budget, emphasizing the importance of defence, economic competitiveness, sustainability, and enhanced strategic preparedness.

The proposal received robust support, with 441 votes in favor, 173 against, and 70 abstentions, highlighting a considerable consensus on the urgency of addressing key challenges facing the European Union.

The newly endorsed guidelines articulate that the budget should enhance strategic areas, including security and defence, economic recovery, migration management, and the digital and green transitions.

MEPs are advocating for increased investments across various sectors such as research, innovation, health, energy efficiency, and job creation, with a particular focus on opportunities for young people.

In their outlined priorities, MEPs insisted on improving the EU’s security capabilities, including both military defence and cybersecurity measures.

They stressed the need for adequate funding to support dual-use transport infrastructure and to assist farmers, ensuring a robust agricultural sector, even as discussions around the EU's long-term budget continue.

Additionally, the guidelines underscore the implementation of the Asylum and Migration Pact to address ongoing migration issues effectively.

The document also calls for continued support for health initiatives and crisis preparedness, along with educational and cultural programs intended to empower younger generations.

Lawmakers highlighted the necessity for sufficient financial resources, particularly in light of a reduction in international funding.

MEPs reaffirmed their commitment to providing unconditional support for Ukraine amidst ongoing conflict and political instability in the region.

MEPs expressed concerns regarding the repayment of the borrowing costs associated with the NextGenerationEU recovery plan, indicating that such financial obligations must not detract from essential EU programs and funds.

As the 2026 budget marks the penultimate year of the 2021-2027 long-term financial framework, the flexibility of the budget is limited.

Nevertheless, MEPs articulated that amidst significant geopolitical changes and escalating climate change impacts, the EU budget is pivotal for maintaining stability, supporting existing policies, and responding to emerging priorities, particularly in defence and security.

In a statement regarding the adopted guidelines, rapporteur Andrzej Halicki emphasized the collaborative effort within the Parliament, stating that the produced guidelines reflect key priorities necessary for navigating a rapidly evolving global landscape.

The next steps involve the European Commission’s preparation of a formal budget proposal scheduled for June 2025, upon which Parliament’s representatives will base their negotiations with the Council and the Commission.

A consensus on the budget is required by the end of the year to secure its implementation.

The annual EU budget outlines all expenditure and revenue for a year, governed within the overall limits established by its multi-annual financial framework.

The current guidelines serve as a foundational reference for the forthcoming legislative proposal from the Commission, guiding the budget discussions going forward.
