European Parliament Demands Enhanced Strategy for Water Resilience

The European Parliament has adopted its recommendations for the upcoming European Water Resilience Strategy, anticipated from the Commission by summer 2025. In a decisive vote, with 470 in favor, 81 against, and 92 abstentions, Members of the European Parliament (MEPs) are urging an ambitious strategy aimed at more efficient management of EU water resources and a more robust response to ongoing water-related challenges.

MEPs emphasize that water is vital not only for public health but also as a cornerstone of Europe’s economy, competitiveness, and climate adaptation efforts.

They are calling on the Commission to establish sectoral targets for water efficiency and abstraction derived from thorough risk assessments.

The Parliament insists on the necessity for enhanced efforts to mitigate water pollution stemming from pharmaceuticals, chemical pesticides, fertilizers, antibiotic-resistant bacteria, microplastics, and chemicals, while particularly highlighting the phasing out of so-called “forever chemicals” (PFAS).

Furthermore, MEPs are advocating for the integration of climate adaptation strategies into sectoral plans and policies that affect both water and land use.

They emphasize the need for tailored measures for regions facing distinct challenges, including the Mediterranean, island areas, and outermost regions.

The report stresses that preparedness and response mechanisms concerning water scarcity, droughts, and floods require significant improvement.

In addition, MEPs are urging the Commission to allocate dedicated funding for water resilience, which should be supported by specific mechanisms within existing funds.

This funding aims to modernize water infrastructure, promote sustainable water management, and support the implementation of nature-based solutions and innovative water-efficient technologies.

The recommendations include an investment in artificial intelligence (AI) solutions, real-time leak detection, smart irrigation technologies, and emerging innovations that enhance water efficiency.

MEPs underscore the critical role of digital tools for transparent data collection, monitoring, and early warning systems, as well as to ensure the cybersecurity of essential water infrastructure.

Rapporteur Thomas Bajada articulated the MEPs’ position, stating the necessity for enforceable water efficiency and abstraction targets, emphasizing the urgent need for a coherent EU-wide strategy addressing pollution and advocating for the total phase-out of PFAS where viable alternatives exist.

The report stresses the importance of modern solutions, such as upgraded irrigation systems and infrastructure that prevents leaks before they occur.

The Commission is expected to unveil the European Water Resilience Strategy as part of its 2025 work program within the coming months.

Contextually, Europe faces mounting pressures on its water resources due to pollution, habitat degradation, climate change impacts, and excessive use of freshwater.

Approximately 20% of the European territory and 30% of its population experience water stress annually.

Statistics indicate that only 39.5% of Europe’s surface water bodies have achieved good ecological status, with a mere 26.8% classified as having good chemical status under the current EU water legislation.
