Brussels – The European Commission has initiated a consultation process with member states and stakeholders regarding a revised state aid framework intended to accelerate the deployment of renewable energy and facilitate industrial decarbonization.

This initiative includes the eligibility of alternative fuels, specifically e-fuels, biofuels, and green hydrogen, for state subsidies alongside a commitment to evaluate state aid for nuclear power in a manner consistent with the principles of technological neutrality.

The proposed framework seeks to adapt to the needs of a roadmap that combines competitiveness with decarbonization, in light of changes necessitated by the energy crisis stemming from the conflict in Ukraine.

It follows a previous endorsement of €47 billion in state aid under an interim framework that was adopted in March 2022. The new framework is expected to replace the Temporary Crisis and Transition Framework and will remain effective for five years, concluding on December 31, 2030.

To streamline the process, the Commission's draft suggests that member states, taking their specific energy mix into account, can establish tailored state aid schemes to support investments in renewable energy and energy storage, utilizing simplified bidding processes designed for expediency.

This approach is intended to maintain essential safeguards to protect competitive conditions in the market.

Particular incentives will be directed toward advancing investments in various technologies vital for decarbonization, with a focus on batteries, solar panels, wind turbines, heat pumps, electrolyzers, and carbon capture and storage systems, and the essential components and raw materials required for their production.

Member states will have the opportunity to support the production of renewable fuels of non-biological origin, contingent on their derivation from renewable energy sources.

Additionally, biofuels must comply with established sustainability and greenhouse gas emissions reduction criteria.

The Commission has stated that it will conduct a timely assessment of state aid related to nuclear supply chains and technologies, including small modular reactors, to ensure clarity regarding such aid.

Under the proposed guidelines, aid may be awarded through competitive bidding or an administrative process, with funding not to exceed 45 percent of project costs.

This cap is raised to 55 percent for medium-sized enterprises and to 65 percent for small businesses.

Furthermore, member states will be required to guarantee that projects receiving aid are completed within a defined timeframe.

Various measures aimed at expediting industrial decarbonization will also qualify for state aid under the new framework, either through competitive tendering processes or direct project support, subject to specific limitations.

The proposal includes a minimum threshold of a 20 percent reduction in energy consumption for a company to qualify for state aid.

The initiative, as articulated by European Commission Executive Vice President Teresa Ribera for Transition and Competitiveness, is designed to ensure that member states can provide the necessary support to realize the objectives of the Clean Industrial Deal while avoiding significant disruptions to competition within the single market.

The consultation period for the draft state aid framework is open until April 25, 2025.
